The tut22.html page has three examples. The second, to which my link pointed, talks about Büchi automata. The above line is from the third example with some arbitrary acceptance condition. (You may read the first 11 sections of https://spot.lrde.epita.fr/concepts.html if you want some introduction to those different types of automata.)
